Maintenance training organization - 147
Organizations certified under Part-147 (Annex IV) of Commission Regulation (EU) No. 1321/2014 (EUR-Lex) and its amendments carry out the training of technical aircraft maintenance personnel for the licences issued in accordance with the requirements of Part-66 (Annex III) of Commission Regulation (EU) No. 1321/2014. These organizations may, depending on the scope of their approval, undertake basic training and/or training for aircraft types.
Organizations can provide basic training for the following categories:
Category A: Certifying mechanic for line maintenance
Category B1: Certifying technician for base maintenance
Category B2: Certifying technician for base maintenance
Category B3: Certifying technician for base maintenance
Categories A and B1 are divided into the following subcategories:
A1, B1.1 – Aeroplanes Turbine
A2, B1.2 – Aeroplanes Piston
A3, B1.3 – Helicopters Turbine
A4, B1.4 – Helicopters Piston
Category B3 is applicable to piston-engine non-pressurised aeroplanes of 2 000 kg MTOM and below.
Category B2 is applicable to electrical systems and avionics.
Issue of an approval
For the issue of an approval, the following shall be submitted to the agency:
- application for Part-147 Approval - EASA Form 12 (AIR.OBR-000019),
- form for Management Personel acceptance - EASA Form 4 (AIR.OBR-000004) with evidence of meeting the applicable requirements,
- two copies of maintenance organization training exposition (MTOE) (The agency advises applicants to submit only one copy of the exposition. Furthermore, the agency recommends that organizations have in mind the purpose of the exposition while compiling it, that is, defining the procedures by which the organization will operate - the guidance is available in the penultimate paragraph of point 2 of the checklist of the maintenance training organization exposition (AIR.CHK-000043). - filled out Maintenance Training Organisation Exposition (MTOE) checklist (AIR.CHK-000043).
Depending on the required scope, the organization shall attach the following documentation to the application.
For basic training approval, the application shall be accompanied by:
- materials according to which the organization will provide the basic training,
- completed checklists, with which the organization proves the compliance of the training materials and obtains them upon request from the agency’s Airworthiness Division,
- multi choice question bank,
- essay questions bank with model answers and
- completed checklists to prove the compliance of the exam questions and obtains them upon request from the agency’s Airworthiness Division.
For type training, the application shall be accompanied by:
- materials according to which the organization will provide the type training,
- completed checklists, with which the organization proves the compliance of the training materials which may be obtained upon request from the agency’s Airworthiness Division,
- question bank with answers,
- completed checklists to prove the compliance of the exam questions which may be obtained upon request from the agency’s Airworthiness Division,
- completed checklists to prove the compliance of the practical part of type training which may be obtained upon request from the agency’s Airworthiness Division and
- training needs analysis and a completed checklist attached which may be obtained upon request from the agency’s Airworthiness Division.
Procedure for changes to the approval
For the issue of an approval, the following shall be submitted to the agency:
