Maintenance training organization - 147

Organizations certified under Part-147 (Annex IV) of Commission Regulation (EU) No. 1321/2014 (EUR-Lex) and its amendments carry out the training of technical aircraft maintenance personnel for the licences issued in accordance with the requirements of Part-66 (Annex III) of Commission Regulation (EU) No. 1321/2014. These organizations may, depending on the scope of their approval, undertake basic training and/or training for aircraft types.

Organizations can provide basic training for the following categories:

Category A: Certifying mechanic for line maintenance

Category B1: Certifying technician for base maintenance

Category B2: Certifying technician for base maintenance

Category B3: Certifying technician for base maintenance

Category A is divided into the following subcategories:

A1 – Aeroplanes Turbine

A2 – Aeroplanes Piston

A3 – Helicopters Turbine

A4 – Helicopters Piston

Category B1 is divided into the following subcategories:

B1.1 – Aeroplanes Turbine

B1.2 – Aeroplanes Piston

B1.E – Aeroplanes with electric power plant and MTOM below 5700 kg

B1.3 – Helicopters Turbine

B1.4 – Helicopters Piston

Category B2 is applicable to electrical systems and avionics for all aircraft.

Category B2L is applicable to all aircraft other those in Group 1 as set out in Point 66.A.5(1) and is divided into following system ratings:

  • communication/navigation (com/nav),
  • instruments,
  • autoflight,
  • surveillance and
  • airframe systems.

A B2L licence contain, as a minimum one system rating.

Category B3 is applicable to piston-engine non-pressurised aeroplanes of 2000 kg MTOM and below.

Category L is divided into following subcategories:

  • L1C: composite sailpalnes,
  • L1: sailpalnes,
  • L2C: compopsite powered sailpalnes and composite ELA1 aeroplanes,
  • L2: powered sailpalnes and ELA1 aeroplanes,
  • L3H: hot-air balloons,
  • L3G: gas balloons,
  • L4H: hot-air airships,
  • L4G: ELA2 gas airships and
  • L5: gas airships other than ELA2.

Category C

The C licence is applicable to aeroplanes and helicopters.


Issue or change of an approval

For the issue of an approval, the following shall be submitted to the agency:

Depending on the required scope, the organization shall attach the following documentation to the application.

Basic training

  • training materials which wiil be used by the organization,
  • completed checklists, with which the organization proves the compliance of the training materials with requirements. Checklists can be received upon request from the Airworthiness Division of the Agency,
  • multi choice question bank with answers,
  • essay questions bank with model answers and
  • completed checklists to prove the compliance of the exam questions and obtains them upon request from the Airworthiness Division of the Agency.

Type training

  • training materials which wiil be used by the organization,
  • completed checklists, with which the organization proves the compliance of the training materials which may be obtained upon request from the Airworthiness Division of the Agency,
  • question bank with answers,
  • completed checklists to prove the compliance of the exam questions which may be obtained upon request from the Airworthiness Division of the Agency,
  • completed checklists to prove the compliance of the practical part of type training which may be obtained upon request from the Airworthiness Division of the Agency and
  • training needs analysis and a completed checklist attached which may be obtained upon request from the Airworthiness Division of the Agency.
