Regulation on Aircraft for Research, Experimental or Scientific Purposes
The Regulation on Aircraft for Research, Experimental or Scientific Purposes was published in the Official Gazette of the Republic of Slovenia, No. 1185/26, on 10 July 2026 and entered into force on 25 July 2026. Upon the entry into force of this Regulation, the Regulation on Aircraft for Research, Experimental or Scientific Purposes (Official Gazette of the Republic of Slovenia, Nos. 47/19 and 85/24 – ZLet-1) ceased to apply.
The new Regulation replaces the previous regulation and aligns the national regulatory framework with the amended European legal framework and technological developments in the field of aviation. Unlike the previous Regulation, the new Regulation enables a production organisation, subject to demonstrating the required capability, to obtain a privilege to independently approve flight conditions and issue a permit to fly for flight testing. This reduces the number of interim authorisations issued by the Agency during individual stages of the construction of an experimental aircraft, while maintaining an equivalent level of safety.
The Aviation Act (ZLet-1) was published in the Official Gazette of the Republic of Slovenia, No. 85, on 4 October 2024. It entered into force on 5 April 2025 and became applicable on 5 October 2025.
Upon its entry into force, the previous Aviation Act (Official Gazette of the Republic of Slovenia, No. 81/10 – official consolidated text, 46/16, 47/19 and 18/23 – ZDU-1O) ceased to be in force, but continued to apply until the date on which the provisions of the new Aviation Act (ZLet-1) became applicable.

The amendment to the Rules on ultralight aircraft Official Gazette of the RS, no. 44/24) introduces a different regime for ultralight aircraft up 120 kg (aircraft with an empty weight not exceeding 120 kg; in other countries also called Luftsportgerät mit einer höchstzulässigen Leermasse bis 120 Kilogramm«, »microlights«, »single-seat deregulated aeroplane, etc. For such aircraft, simplified (lighter) requirements are applied due to the simplicity of the aircraft and its potential impact on the environment, making it easier for the owner to use the aircraft. Similar arrangements are in place in neighbouring countries. The amendments also include requirements for the pilot of such aircraft, as well as some other minor changes that have been identified as necessary in the implementation of the current Rules, such as building requirements or certification specifications for those types of aircraft that are not yet available in the Republic of Slovenia, requirements for sufficient usable fuel, the size of the notice of use of the aircraft, etc.
